Pagerank can be distributed within a site by internally linking. By internally linking it is not possible to increase the total Pagerank. Internal links from higher pagerank pages to lower pagerank pages will decrease the pagerank of the referring page and increase the pagerank of the receiving page.

However the aggregated sum of pageranks is increased by increasing the number of pages in the site.

No, not all links have equal value for Pagerank. Not all inbound links contribute to your Pagerank. Some links contribute less than others. For instance text links are more important (or can be valued better) than non text links. A text is ‘readable’; a banner pic not. Further, links from ‘known’ link farms are eliminated in the Pagerank calculation that is calculated by Google. However ‘wrong’ inbound links will not decrease your pagerank value.

Outbound links will decrease the site’s total PageRank. It’s leak of PageRank. The Leakage value of is affected by the specific Pagerank value of the referring page and the internal structure of the site. In general leakage is less if the link is on a page with the lowest PageRank and can be avoided by having links incorporated in non readable scripts.
